Development of We Have Fallen Part 2 began in 2015. The game's story is written by Toby Gard with assistance from Paul Wernick and Alex Kurtzman. Jeremy Podeswa, who acted as creative director on We Have Fallen, will not return to co-direct. Henry Jackman will compose and perform the score with Steve Jablonsky and Alan Silvestri, replacing Brian Tyler and Hans Zimmer.
The game was announced at the PlayStation Experience event in December 2016, and serves as a sequel to the 2013 game, We Have Fallen. In contrast with the first installment, which was centered around hate, Gard has stated that this game will be centered around love.
In January 2017, PlayStation Blog nominated We Have Fallen Part 2 in the category of Most Anticipated Game of the Year.
